CLEO (Conference on Lasers and Electro-Optics) was started in 1981 as an annual conference to combine CLEA (Conference on Laser Engineering and Applications) and CLEOS (Conference on Laser and Electro-Optical Systems)

Part of the intent with the creation of the CLEO in 1981 was to always collocate IQEC (International Quantum Electronics Conference) with this conference when held in North America. Until then, the IQEC conferences were organized independently by the physics and electrical engineering community. QELS (Quantum Electronics and Laser Science Conference) was started in 1989 to have an annual quantum electronics conference collocate with CLEO and serve as the domestic IQEC on years that IQEC was held in other countries.
IQEC conferences continued to rotate around the world until 2013, while QELS was integrated into the overall CLEO event in 2010.
